Samuel Stalls is the Program Manager for Partnership for Transparency. Prior to joining PTF in June 2020, he implemented and managed programs and services for highly vulnerable populations in Hong Kong and Northeast India for five years, assisting people navigate bureaucracies to acquire vital services. He later returned to the United States to develop his skills and acquired a Master of Public Policy degree from UCLA. While in graduate school, Samuel interned for UNDP in Brazil and co-authored research for both the UCLA Latin American Cities Initiative and the Luskin Center for Innovation. He also holds a BA in History from Wheaton College.
