Cissy Nabazinga Kagaba was appointed PTF Board Vice Chair in May 2023. A Ugandan national, she is a lawyer and the Secretariat Director of the South Sudan NGO Forum in Juba. Cissy has a considerable wealth of experience in human rights and governance-related issues. Previously, she was the Executive Director of the Anti-Corruption Coalition Uganda and worked with the Uganda Human Rights Commission and litigated various rights violations against state and none state actors. Cissy also traversed various parts of her home country in a bid to empower the grassroots to demand for accountable and transparent leadership. Some of her suggestions with regard to Uganda’s anti-corruption legislation were incorporated in the Whistleblowers Protection Act and the Leadership Code Amendment Act.

Cissy has served as a consultant, trainer, and facilitator on a wide range of issues with various organizations such as MS- Denmark’s Thematic Program Policy on Anti-Corruption for the Training Centre for Development Cooperation in Tanzania. She has evaluated the performance of Uganda’s accountability sector; trained local government officials in various districts in Uganda; trained the Uganda Police Force; and served as a faculty facilitator with the International Law Institute, Friedrich Ebert Stiftung, and CARE International. She has led various anti-corruption campaigns such as Black Monday, Return Our Money, and some judicial campaigns and spearheaded the branding of government drugs.

Cissy is a Board Member representing Sub-Saharan Africa on the UN Coordination Committee Against Corruption and an Advisor for the Legal Aid Service Providers Network.
